How many mercenaries have historically conquered a country? Why don't billionaires just create a private army and conquer countries?

its much harder for billionaires to create a private army and officially conquer a state since not only do most states actually have a standing army at all times meaning its not a quick and easy bum rush, but even the shittiest governments will be able to put two and two together a billionaire is assmebling an army to fuck with something, that and armys are also extremely expensive making it so even the richest of rich fags would struggle to justify paying for it
