The Ottoman Empire had so much potential in my opinion, it was in a way the islamic iteration of the Roman Empire, it's a shame the corrupt janissaries monopolized power after Soleiman's death and assassinated every good sultan

Ottomans hands down on all fronts. They were the dominant Islamic power for centuries, and really only started to fall behind in the 17th century. I will admit that the artistic edge is a bit dubious as a lot of that came from client/subject populations and the Persians did some stunning shit, same with the Islamic powers in India.
