Why didn't they force all of balkans to speak turkish?

Because turkish is an awful language, sounds worse than hindi and dutch (and both sounds horrible).

Ottoman elite was busy trying to learn Persian, Arabic, Greek and Latin instead of promoting that awful language.

Kinda sad that Atatürk didn't replace turkish in the same way he replaced arabic alphabet.

People back then didn’t really think in terms of language. Many Muslims from Greece who settled in Turkey after 1920 never learned Turkish but their kids did. Colloquial Turkish was barely a thing outside few scarce populations and the Ottoman language was a lot like English in the sense of preserving core native grammar but replacing much of it with stuff from other languages.
