The city was bankrupt and there weren’t enough people around to justify the use of so many huge buildings. It wasn’t as if the city didn’t try to protect these buildings, they did. There was actually a proposal to renovate and restore the Colosseum for tournaments when Charlemagne came to be crowned in the city but this was abandoned because it was prohibitively expensive. There were also civil laws in place to protect old Roman buildings from being looted for stone but a lot of people just ignored these since there was no one around to enforce them anyways. Earthquake’s did a lot of damage like in 1349 when a big quake destroyed one side of the Colosseum and in 847 when a quake brought down the Basilica of Maxentius. Even the ancient Romans had to periodically rebuild things, the Parthenon was reconstructed several times for instance. It’s hard to keep something standing for 500 years with no money.
