It's the generic term for god in the singular thanks to the article prefix "the" (הָ־). The scroll itself doesn't have this word because it's broken in the spot it would be expected, near the top of the scroll. See picrel.The Numbers 6:24-26 quotes on both scrolls don't use the word אֵל֙ at all, whether the proper or common noun. All references to any deity use the name YHWH (יְהֹוָ֖ה).
