First off, this study is mostly about Turkic populations, not Mongols. Second, the native Mongol ancestry is ANA and they're still majority that, except some Mongols in China itself. What happened is that they were leading a coalition of Scytho-Siberian mutts that went on to become modern Turkics. The Xiognu elite was almost exclusively ANA in ancestry/y-dna:
