It was a middle of the road response to the eugenics movement compared to what the Nazis did with taking it to the logical extreme of just killing them. This lead to a lot of re-examining of the concept as a general idea and a national policy goal. Which is why it was dropped. One of the reasons modern racists are so desperate to cast doubt on the Holocaust is because normal, behaviorally modern human beings find mass murder distasteful and therefor look at the Holocaust as a primary reason not to consider bigotry as acceptable national policy. Eugenics of course being a rather stark and blatant form of bigotry.
