It would require alot of people to be competent, from the Carthaginian senate to the Macedonians who declared war on Rome and yet didnt muster their armies. If the Macedonians had brought their armies they would have won but no matter the outcome, Rome would win in the next or the one after. Demographics sealed the Punic's fate. Just like the Diadochi to their east, they ruled with a super minority and any single bad war would end with their destruction
