Yes, they largely assimilated into western culture and adopted its systems, Ottoman sultans were obsessed with becoming the leaders of the romans (rum) and saw themselves as carrying on the legacy of the empire through their LARP. Even today, they desperately want to be European and claim that little nub of land in Thrace qualifies them to join the EU and have been seething about it for decades now.

Ottomans focused all of their resources in Costantinople. It was their precious jewel.
Anatolia instead was already a depopulated hellhole after the mass migration of nomadic turkmen that destroyed most cities and turned farmlands into cattle pastures. The sultans even deported the population of entire anatolian cities in the 15th Century to quickly populate Costantinople with muslims
Their frontiers being far away (Balkans and Mesopotamia) also means no troops send there to help populated the area

Ironically this helped protect a lot of the greeks who lived there after the conquest of Anatolia, since the Turks always had frontier trouble they never really focused on getting rid of the Greeks until WW1

Because Anatolia had been so ravaged by the Turcoman migration that the Ottomans themselves were a part of that it was a bad place to invest in. The Turcoman tribesmen dominating Anatolia were rebellious semi-nomadic pastoralists who would raid non-Muslims and each other. They had already emptied much of Anatolia of its pre-existing agriculturalist and urban populations. It was only after the Ottomans fought the Turcoman tribes and forcibly settled them that population levels started to recover. Even then, Anatolia didn't exceed its pre-1071 population levels until the 1800s.

For this reason, major infrastructure spending in most of the Anatolian cities you visited simply would not have been economically justified until quite late on in the history of the empire (by which point the Ottomans were decisively economically fucked). Add to that the fact that the Ottomans saw the Turks as unruly provincial hicks and you can see why so little investment went into Anatolia.
