The Turcoman tribesmen dominating Anatolia were rebellious semi-nomadic pastoralists who would raid non-Muslims and each other. They had already emptied much of Anatolia of its pre-existing agriculturalist and urban populations. It was only after the Ottomans fought the Turcoman tribes and forcibly settled them that population levels started to recover. Even then, Anatolia didn't exceed its pre-1071 population levels until the 1800s. For this reason, major infrastructure spending in most of the Anatolian cities you visited simply would not have been economically justified until quite late on in the history of the empire (by which point the Ottomans were decisively economically fucked). Add to that the fact that the Ottomans saw the Turks as unruly provincial hicks and you can see why so little investment went into Anatolia.
