Politics is the balance between three forces: Monarchy, Nobility and Democracy. It has to correlate to the productive forces, otherwise it will be impotent.

There is no doubt that Stalinism and Maoism correspond to the "enlightened despots" of the 18th and 19th century, the Labour Aristocracy (quite literal in most cases) the union leaders, bureaucrats, intelligentsia, and technocrats and Democracy the wage workers.

No. Why the hell would anyone support arbitrary rule when it doesn't bring a benefit? The secret of all oppressive power is that it claims its necessary to keep things running, if it doesn't keep things running or progressing anymore, then then that justification erodes. Stalin might've been able to boast to a nation of shit eating peasants he brought to them electrification, it would be much harder to convince a nation of wage workers, a scientific, practical and battle hardened class, that abdicating their own power to one man rule is beneficial.
