because Germans are incredibly bureaucraticfirst they had to create super autistic legal definitions for undesirable persons, then had to conduct a census to discover how many undesirables needed to be removed, then had to draw up plans for concentration camps to house the undesirables as well as create a work-plan for the camps, and then had to coordinate systematic sweeps of German cities after which the people arrested had to be sorted to ensure all the undesirables were properly labeled before being sent on their way. If the Germans were not so utterly mechanical and methodical about it this overly meticulous system would never have worked. It certainly wouldn't work in America, where committees would never get past the stage of arguing over definitions and budgeting for the camps.
