They were in the later roman empire when they had more eastern influences. The importance of the lion in the fertile crescent and biblical era cultures spread via the romans into other parts of europe. Keep in mind lions were once common in the middle east. Most of the lions used in roman arenas that got fed christian kibbles were asiatic lions, not african ones.

I dispute the idea that lions held no cultural importance to the romans. Herakles, the greatest demigod, wore the skin of the nemean lion. And herakles was an extremely popular god, not just in the roman world but virtually anywhere greek culture had touched.
And Why is it hard to believe? They look cool. Other roman emblems somehow survived all that time, like the imperial eagle. Shit we still mostly use eagles as emblems in western nations primarily because of roman influence. Theres a mediveal german ballad that recounts alexander the greats exploits, describing him as the first caesar (and a godfearing christian lmao). The memory of roman culture was still pretty prevalent in mediveal europe if somewhat distorted and mixed with other cultures, like christian and germanic
