Not really. Charles II was both a crypto-Catholic and unapolegetic absolutist and this was years after Charles I was executed. It was the Glorious Revolution that dramatically shifted Britain's political future, not Cromwell. Cromwell really was a total failure because absolutely everything he did was undone by the Restoration.
