That gilded age neoclassicism was made of papier mâché and fell apart after a few weeks, some wasn't though.

I had a strange dream about this place, I was on a rowboat going between the plinths with the vases on them in the Palace of Fine Arts which is how I recognize it. It had apparently flooded and was overgrown like a lagoon, the roof must have collapsed because I remember thinking it was dangerous and seeing a mess. The end of my journey was some island with a wooden shack built on it.

Never been there, didn't know what it was until I saw a picture of it. I like to imagine I was seeing it through the eyes of someone in the future after global warming or maybe just abandonment and erosion, more likely I saw it somewhere before then forgot about it and the memory resurfaced in a dream.

The maintenance was insanely expensive and most of those buildings were fake. The only nice one left is now the field museum in Chicago. The rest was turned into an elaborate park system that including Buckingham fountain.

Build a basically structure out of wood, fill in with spray insulation, then paint.

Honestly, though, cheap wood + sheet rock would be enough.
3D printers and CNC can make your ornate embellishments.
