The bee is basically the government saying to the king "just stay in your room, eat the food that's brought to you, and produce an heir, focus on your role (producing heirs) and nothing else" probably terroristic threats like "you already have the highest role in the hive, if you want a different role maybe we can work something out" then they'd start describing how drones are genderless, male bees get killed after breeding, probably bring in enaree/eunuchs to demonstrate what a "genderless drone looks" looks like to terrorize the monarch.
