Spain/Mexico never had much control over those northern territories since they were full of hostile Indians. That's why, when the Mexican government officially lost it to the USA, they still had to fight their way through all the Indian tribes. Most colonial powers just had control over coasts, rivers, forts, and cities. The rest of the claimed area was pretty much wild.Same goes for Louisiana on this same map, btw. That's why it was sold to the USA, they had little effective control over most of that territory so selling it to the USA just made sense. If the USA had decided to invade it - which they obviously inevitably would - the French couldn't do shit about it anyway.
