Goldwater wanted the finer points of civil rights handled at the local rather than federal level, which was literally the only difference. No one who has ever said that "X should be a state issue" just genuinely believed that there was some actual compelling reason that state legislatures should control a particular issue. This argument is always made because kicking an issue to the states allows them to invoke state police powers which gives them more liberty to fuck with people than the federal government is allowed to constitutionally, willfully ignoring the fact that inverse federalism came about to stop the abuse of state police powers (see Jim Crow).
It's the same deal with abortion. There's no logic as to why it ought to be a state issue rather than a federal one. People just want it to be a state issue so that conservative state legislators can propose a law that says "We're banning abortions to keep everyone safe :)" and have it be passed without interference from pesky things like checks and balances and federal constitutional oversight.
If anyone ever says "X should be a state issue," it is always a strategic plan to ban something they don't like or erase rights and protections.

Jim Crow was a bandaid and obviously not ideal. The ideal course of action was never give them citizenships and ship them out of American soil.

it's not a fucking bandaid. Jim crow wasn't conceived of or used as a tool for protecting the integrity of america or whatever. It was a regime inflicted on blacks as punishment for being black and also as punishment for southerners losing the civil war. It was a purely petty and retributive policy regime that served no purpose other than to alienate and harm niggers, ensuring maximal racial animosity at all times, which would then feed into interracial violence and terrorism, which then fuels the white desire for further retaliatory measures against blacks.

To be honest, now that you mention this parallelism, I feel that the reason the US defeated the USSR but is struggling with China is that Democrats, Republicans, and the general population were more united in developing shared ideas on how to deal with the Soviet Union, much like they did during the space race. In the current situation, I feel that both sides are so caught up in and convinced they possess the truth that they don't delve into how to truly address the issue. This, coupled with the feeling that these governments are acting more out of desperation to achieve results as quickly as possible, leads to hasty decisions instead of a genuine long-term strategy.
