It was Roman allies who took more land than was legally allowed which was the problem, and who were targeted by the Gracchi. Which also very helpfully explains why so many Roman voters were just ambivalent to the issue in the upper class, the proposed land reform did not affect them as they did not hold public land. Real opposition was to the Gracchi themselves for their borderline illegal conduct.

All of their rhetoric is about Roman ALLIES, not the Roman elite. The eventual commission which was created to address the issue didn't target Roman elites because they were public land holders.

They didn't. You're making up a problem which the Romans didn't have. The issue was their allies doing so. Not the Roman elite themselves, because as I said, they did not hold public land. They were granted it privately and there is no indication that people thought it was somehow excessive or illegal. Unlike that of Roman allies.
