The reason foreigner have difficulties pronouncing places like Gloucester and Worcester is because there are no rules on how to pronounce them. You just kind of have to know how to pronounce them. If you are not sure you should just pronounce them as written instead of making up letters like in Gerrbils. The reason why English is so inconsistent is because its the mutt of languages where as the reason why Gloucester and Worcester are pronounced so differently is because their names derive from the latin "castrum" and the locals just started to pronounce the name differently over time.

No different to having to learn the orthography of a language before speaking it. If an English speaker has never encountered the German ß or polish Ł before, they will incorrectly substitute what they think best. Br

Don't give me that nonsense, all languages have this. The German CH and V can be pronounced about 15 different ways. The only reason German is more consistent than English is because you bulldozed over traditional and dialectal spellings in massive language reforms shortly after unification and again in 1996. Try getting standard German from Swabian spellings.

It's pronounced "Gobbles" but, instead of "o", it's a vowel that doesn't exist in English. It's the same as the Greek "oe" that Anglos pronounce as "ee" (e.g. "phoenix" > "pheenix").

You're right, but Goebbels still has OE, which is pronounced differently in English and German, and so plays the same part.
Going by the English pronunciation as in goes you'd get something like Gobbles, or as in Amoeba you'd get Gibbles. Both of which are not only wrong, but also just sound very silly to an English speaker. So they put an extra R in to smooth out the word and make it sound more "proper" and "German"
So it could be worse
