From modern times to soviet times to imperial times russia has always had a reputation for being very corrupt. Why?

Just bitter enough to take corruption for granted. So much so that when it's your turn to be a nurse, you won't even challenge that the patient needs to slide you a 20 to get his free medicine. 15 roubles go to the doctor anyway.

In conformist countries with high trust (Norway, Japan), this gets corrected by the overall faith in the system. In individualistic countries with low trust (Spain) matters are much worse. But to be low trust and conformist is the losing hand when it comes to corruption. The entire Eastern Bloc suffers from this.

Western low corruption just means the bribery is legalized (lobbying, super PACs, regulatory capture). Russia has a different state-business model, not inherently more evil.

There have been attempts to curtail it but the Russian Federation inherited a personalistic legal tradition from the USSR which inherited it from Imperial Russia (Putin was even proposing reforms to the Russian constitution that would see the Duma empowered and the office of the president weakened before COVID and the invasion of Ukraine). Generally societies where law can be flexibly applied by authorities on a case by case basis are prone to abuse of power and corruption generally increases as people become more powerful. Putin could possibly be the wealthiest man on Earth by some estimates despite a fairly modest income and no obvious signs of external revenue for instance.

Russian society as a whole struggles with a deep alienation from civil politics and a really low trust relationship with each other - anyone who knows Russians as people knows most of them love their thick relations like friends and family just like anyone else but they often have a really hands off, distant, even cynical relationship with their own state and their thin relationships are really weak. Its not really something unique or intrinsic to Russian culture, if anything Russia just suffers from a really extreme version of the same disease of social atomisation that is spreading in the West. In a general way this disinhibits the abuse of other people in your society simply because you are going to feel less solidarity with them. Russian culture does however have a fairly distinct nihilistic and strength worshipping bent to it, which just means this abusiveness to others is heightened.
