It's the Dutch colony of New Netherlands (founded circa 1614) which became New York after Robert Nicolls claimed it for England under the orders of James II in 1664, just 4 years after Charles II's restoration to the throne following Cromwell. The Dutch East Indies Company that it was founded under largely neglected it (which is why I said it could have been so much more) during the 30 years between its founding and British acquisition, BUT when the Brits did take over, Nicholls didn't lay siege to it and wreak havoc on the colonists that called it home. Instead, things carried on as before, and even more importantly, he allowed the Dutch merchants, captains, sailors, etc. that were all routine visitors to the New York harbor ports and those further up along the Hudson to continue on as before - meaning the intricate network of trade between the Carribean, continental Europe through Dutch re-exports, and the eastern coast of North America (and the interior, through the fur trade) now included Virginia, the British Islands of the Carribean, and England proper. By keeping their Dutch cultural legacy, including the Five Boroughs that are still central to NYC today, the future US benefited astronomically - hence "still the greatest".
