America does not want militarily powerful governments who can stand up to it controlling oil. It wants compliant, weak, locally unpopular ones that are wholly dependent upon US support for their survival. Thus as soon as the USSR was no longer around to counteract it, the US decided to make an example of Saddam to show everyone else what the new End-of-History world order was going to be.
