This isn't even remotely true. Most the Iraqi military's hardware in 1991 was sourced from

>Warsaw Pact
>China
>SFR Yugoslavia
>France
>West Germany
>United Kingdom

Most of the American equipment in the Iraqi inventory was either WWII vintage or had originally been sold to Iran in the 1970s, captured by Iraq, and subsequently pressed into service.

Iraq had a large military that was thought to be dangerous and competent (the Gulf War of course proved this wrong) and Saddam while patronized by America was not fully owned by them like the Arab monarchies were. America does not want militarily powerful governments who can stand up to it controlling oil. It wants compliant, weak, locally unpopular ones that are wholly dependent upon US support for their survival. Thus as soon as the USSR was no longer around to counteract it, the US decided to make an example of Saddam to show everyone else what the new End-of-History world order was going to be.
