I don't think that religious doctrine really influences geopolitics that much, but Buddhism's doctrine supports a lot of healthy social virtues like being chill, accepting impermanence, nonviolence and sharing, demphasis on worldly riches and concerns.
So yeah I think a case could be made for a net positive compared to other ideologies like confucianism

And you're glossing over things like Japanese Buddhists outlawing most meat eating to point that some people say that's why they were so small in the past -- stopping people from eating meat entirely is not healthy in anyway.
