Roosevelt. Churchill was a good wartime leader but that's it. He wasn't smart. His career preww2 wasn't that great. Opposed expanding the military for example. Most damning that I've read is that as chancellor he put us back on gold not because he had really thought it through but because he was inexperienced and unknowledgeable and just listened to whoever seemed most orthodox. Not exactly what you'd expect from a wise leader of men
