It wasn't that low. The stamp tax for example had no fixed rate, you paid it any time you used various stamped papers, and depending how often you had to do that, it could bee crippling.

There were also the Tea Act, where the issue wasn't really the high tax, but that it distorted the market in favor of British East India Company tea, and ruined the businesses of people importing cheap Dutch tea.

Most Americans and Western Euros live enormously comfortable lives, even if they're poor. And no matter how poor you are, society makes sure that you have food. Either through SNAP, direct donations, or charity. Also note that nearly everyone will give homeless people food (but almost never money).


Most people don't want to jeopardize comfortable survival, even if it means they get a better lot in life after revolution.
