The Spanish Empire was the most humane, the single greatest empire that ever existed. There never were colonies, there were viceroyalties, and slavery against indigenous was outlawed.

I'd go as far as to say they were greater than the Ancient Romans themselves. The Romans, for all their feats, were a tyrannical expedition who mainly centralized everything in Rome. The Spaniards were more generous, building their wealthiest cities outside of Spain. And they were more certainly more humane than the Brutish, who only exterminated and looted rather spreading their culture and infrastructure.

Because the Spanish control in Central America was actually very loose and more theoretical than anything, not even the Mexican government had full control of the area until later in the 1800s. Outside of the immediate coastline, a lot of Guatemala, El Salvador, etc. was anarchy.
