Jews entry when the given country also enters the global trade, and get kicked out the moment native merchant classes are powerful enough to pressure the authorities to have the Jews kicked out. The few countries where Jews were allowed to stay (Poland Lithuania, Papal states etc) had very specific structures that in some way broke the pattern. In Poland-Lithuania the nobility class won a political struggle against the cities in early 16th century and significantly retarded their growth. As such, there was no strong layer of native Polish merchants and craftsmen and the country still needed Jews to fulfill that role. But antisemitism exploded in late 19th century when finally the native middle class emerged.
