1. There was the Kingdom of Germany (Alemannic Kingdom), founded in the early 9th century, which then became the core part of the Holy Roman Empire.
2. Speaking of the Holy Roman Empire, Northern Italy also became a Germanic kingdom under Otto of Saxony in the 10th century (before that it was Lombardic and Frankish).
3. If you count the upper class, England went from being ruled by one Germanic group (Anglo-Saxons) to being ruled by another (Normans, originally from Scandinavia), then another (Dutch), and finally two more (House of Hanover and House of Saxe-Coburg-Gotha).
