The WRE would be more likely to be a rump state of Italy and Africa if it did survive though. With Illyria probably being lost to the Slavs. It would be more likely that Southern Gaul would be part of the empire than Iberia considering it was a region with very strong support for the empire and the strongest local resistance outside of Northern Gaul.

The only way OP's timeline could happen is if Arabic Islam was destroyed by a reemergent Byzantium and Sassanid empires while they campaigned in the west. Salih ibn Tarif would then reform the western bastion of Islam as a Berber faith as he historically tried but failed. Claiming that each peoples have their own prophet who will come and Mohammed was only the prophet for the Arabs
