I think it's fairly well documented that he *was* a CIA tool at the start of his careerThough it seems very possible that he either gave up or they stopped paying him once it became clear Tibetan independence was 1) a lost cause, and 2) not really embarrassing China internationally anymoreHe's moderated a lot later in life, China should try to cut a deal to let him retire back home, maybe in exchange for a nominal concession they've basically already given Tibet anyway
