If the victim is under 13 it's possibly without parole. Because it's a violent crime you have to serve at least half of the term before you're even eligible for parole. Even low tier sex offenses are no joke. One old guy screwed a teenager and got a 6 month suspended sentence and had to register as a sex offender.

in the Netherlands the victim has to physically resist to be counted as rape, just saying no is not refusal of consent. women who report a rape are also given a week to think it over since they can get jail time for filing a false rape accusation; once the week is up the vast majority drop the case.
