Congo is hot and humid all year long, no good, whereas SA can get pretty frosty during winter in some parts, the east of the country is comparable to northern italy or southern china when it comes to climate and the coast is straight up mediterranean.From this i'd say that the Zulu and Xhosa have the biological potential to be at least as advanced as Ethiopians were, a shining beacon of progress compared to all their neighbours.

The answer isn't absolute, South Africa has a developed, industrialized society on par with the West in the Western Cape and parts of Gauteng, another part is underdeveloped and certainly more third world, it coincides with Apartheid's geography. Limpopo is extremely poor today because it was a designed "homeland" intentionally underdeveloped to keep Black South Africans landlocked and dependent, it's also very strong gly pro-ANC whereas the DA dominates in the Cape and Gauteng is tightly contested by multiple parties.
