This isn't necessarily because one is more capable at running complicated societies, but rather each culture creates for it self a society with values and systems that best suit it. If you want examples of this you can look at examples of successful liberal democracies created by various western nations. Pretty much all that make it more than 10 years have significantly altered the system to such an extent it is no longer recognizable except in only the most vague terms. Probably the most concerning thing is that ethnic/racial homogeneity or something close to it seems to be a pre-requisite regardless of culture, where as things like term limits and checks and balances are not.
