Malenkov never intended for 1 guy to have power. After the death of Stalin and Zhdanov there were literally no one even close to their levels, hence Malenkov worked on creating a system of collective leadership. He wanted to dedicate a entire plenum on this issue, while Beria at this point was pushing for his own power. Khrushchev for the moment worked with Beria, once Berias downfall became apparent he quickly switched sides and later outmaneuvered Malenkov and pushed for his own unilateral power. Malenkov was not to dissimilar to the other opportunists, he had some rightist tendencies and worked with Khrushchev and Beria for sometime before the death of Stalin (which most Russians today believe to be a murder).
