Englands government didnt "change hands" during an election until the monarchy lost all its power. That didnt happen until the end of king george III's reign. Its arguable when England became a true democracy since it didnt happen in one large event like other nations, but its absolutely not before the election of 1800.

The government in the UK is formed based on the composition of the House of Commons, not the House of Lords. United States senators weren't directly elected in 1800 either.
