I’d say it’s Batista. He was right about Castro being a threat long before the U.S. realized that. If the U.S. had given Batista more support and had not placed an arms embargo on his military, there would have been no Bay of Pigs, Cuban missile crisis, spread of communist revolutions in Latin America, etc.
