Two things 1. Strong leadership hypothesis. Europeans much more likely to follow the views of a well-spoken, willful leader. See Blair.2. Legal restrictions on speech. Britain for example had a strong antimmigration movement in the 70s (immigration was restricted then but they also wanted to remove existing immigrants and end family reunion I think), but their meetings and propaganda were basically made illegal.
