1. Was holy - a third of its land was rules by the church. The north was the most religious place in Europe, as attested by number of shrines and pilgrimages. Also home of the Reformation and Counter-Reformation 2. Literally de facto ruled Rome for centuries3. It definitely was early on and sort of was for certain points during the Reformation and counter-reformation

>>18328597It was a loose confederation of Kingdoms that weren't even obligated towards each other's mutual defense, the idea they were an "Empire" or ruled by "Rome" (which had fallen long ago) is just ridiculous. The fact only a third of its land was ruled by the church also disregards the "holy" part, especially in light of how frequently members of the HRE brushed back against the institutions of the Church.

Until the investiture crisis popes had to get imperial approval before their election, and there were times emperors outright chose popes. Proimperials were often the largest faction of cardinals. You could say ah but that's not the same as ruling them. Ok but Rome and its territory was essentially a vassal of the HRE for large parts of its history.
