Why isn't the state that immediately succeeded the Roman Empire considered the successor of the Roman Empire?
They were in Rome. They spoke Latin.

Because historians need a clean date for the end of the Western Empire and the deposition of Augustulus fits nicely. It’s a myth however that the civilisation fell here.
