Real large totalitarian empires like the Soviets moved people to show them the capital and Potemkin projects for propaganda, officials were relocated far from their homelands so they don't develop ties with local communities. You would expect the party in Oceanea to do the same, but instead no one leaves their hometown, and no Americans, Australians etc. ever show up in London. Even dissidents who are arrested are never deported to far away camps, they are just kept in prisons in London.That's because Oceanea is just Britain at best.
