Because he made a deal with the British and kept his word. His interest was expanding the USSR and putting communist friendly buffer states around it not spreading le global revolution. He already had these buffer states in the form of Yugoslavia, Bulgaria, and Romania, adding Greece to the list would have needlessly pissed off the British for absolutely no gain, since Greece was a total shithole at the time. Turkey, with its access to the Black Sea, would have been far more valuable. Stalin probably would’ve loved for a major communist insurgency of some sort to have existed in Turkey.
