Most of the local revolutions from 1821 to 1861 actively chose to join the monarchy for the sake of kicking out the austrians.
It makes sense to have a revolutionary tricolor, and it was smart of the Savoia (rare occurrence) to recognize that the country was created by the revolutions far more than the crown, and acknowledge their impact.
Truly, they rode a wave of revolutionary blood to unification.
