He knows that this way will yeild the results he desires in the end so until the end arrives and his work is finished he has to endure the suffering of the innocent while his anger burns daily against those who make them suffer. He has had to endure them for so long while his anger burns hotter and hotter that you can imagine then when they finally fall into his hands in the end the greatly terrible things he will do to them, and the inmense consolation he will give to those who suffer.

He allows suffering because he knows that this world of suffering will produce a handful of men with the purest of all hearts. Once he harvests all these men his wrath will be poured on all those who he used to refine them.
