Policies connected to the War on Drugs were still in full-throttle, so the country was definitely cleaned up a bit. I'd say the period of stability lasted into the early 2000s and ended because of the 2008 financial crisis.A few other eras that were pretty good to live in were Pax Romana in the Roman Empire, 1950s Sweden, and 1950s United States.
