Maybe, it's definitely a strong contender. After the collapse of the Soviet Union and the end of the Cold War, the US was the only true superpower. Policies connected to the War on Drugs were still in full-throttle, so the country was definitely cleaned up a bit. I'd say the period of stability lasted into the early 2000s and ended because of the 2008 financial crisis.
A few other eras that were pretty good to live in were Pax Romana in the Roman Empire, 1950s Sweden, and 1950s United States.

1970's/80's Canada had most of the advantages of the US but without the violent crime or most of the racial issues. In terms of best times and places in the postwar west, I've seen 1960/70's Sweden and Norway, 70's/80's Canada/Australia/NZ, 1980's/90's Iceland, and 1990's Ireland mentioned a lot.
