In such a system, the value of being related to the royal house is practically nill (everyone pretends to be and no one can tell), while at the same time if you are to hold any power at all, you yourself are already pretending to be related to them... so castrating oneself is just counter-productive "Oh yeah, I'm emeperor's cousin 10 times removed so let me cut my balls off just in case I spread emeperor's genes within emperor's family??"
