Because you're looking at the national map rather than the ethnic map, which is what matters.
Romania's ethnic land was pretty much the same in 1914 as it is today, whereas the ethnic boundaries between Poles and Germans are completely different, with Germans losing about 25% of their overall land to the Poles

The post WW1 eastern borders of Germany were (Ethnicity wise) extremely fair and even handed, though. And after WW2 'fairness' or 'civility' had long gone out of the window, (not to mention the main point of relocating poland a few hundred kilometers to the west was crippling Germany, not compensating Poland).
Regardless, actual peace deals aren't calculated using the HOi4 Warscore method so I don't get the point of this whole discussion.

The Versailles borders in and of themselves weren't a big deal. The mistreatment of Germans in the French occupation of the Rhineland and later French invasion of the Ruhr is what caused German revanchism. It's likely the Weimar Republic would have survived if the French weren't hellbent on sabotaging it
