Why did so many presidents that ran on an anti-war platform end up starting a war during their presidency?

James madison- wanted to embargo britain to make them negotiate without bloodshed, but started war of 1812
William Mckinley- opposed new wars during his campaign, but started spanish-american war
Woodrow Wilson- ran on a strong anti-war platform, entered WW1
George Bush- criticized clinton for aggressive foreign policy, wanted more isolationism, started global war on terror
