Hong Kong benefited heavily by functioning as a "free" western window into the Sinosphere at large, but once Mainland China began exploding economically combined with the ever declining freedom in Hong Kong since the handover it's lost much of its competitive advantage. Singapore on the other hand benefits from having a key strategic location that isn't replaceable in the same way you can replace Hong Kong, and unlike Hong Kong has presided over remarkable sociopolitical stability since the 1970s
