It's very low IQ stuff. People who promote it don't know that European maps of Asia were inaccurate until the late 18th century. Great Tartaria was just the name of the Mongol Empire of Genghis Khan's descendants, which did control much of that land on that map. It then fell apart, but Europeans didn't know that so they assumed that most of Eurasia is still ruled by them. Then there is the flag which is just an imaginery placeholder (national flags weren't common back then, especially in Asia).

This also got mixed up in dumb theories about architecture. Basically, some people think pre-modernism architecture is magic lost technology. It's really not, a modern stadium or industrial plant is much more structurally complex than a palace, but we don't build palaces anymore, so some idiots started claiming that everything built before like 1850 is actually a renmant of a lost, global, civilization with sci-fi technology, and that history before that was falsified. They then decided that this global civilization was Tartaria (which doesn't make sense when you think about it, since on these maps, Tartaria is in remote parts of Eurasia which lacks any monumental architecture).

So yeah, Tartaria was just the Genghisid empire depicted anachronistically by Europeans.
