Krupp even built a dedicated anti balloon gun which were mounted on wagons. Twenty of them were fielded but only one shot down a balloon.

By the time that fully line based warfare became a thing it was up to 6 Ib cannons for field artillery. The means to counter artillery with infantry is to close the distance, which means walking into enemy fire. Keep in mind that 18th century 6 Ib cannons had a effective range of 600–900 yards, were as a 18th century muskets have a effective range of 100 yards.
